Luzardo, 29, came out of Lima, Peru, as a third-round pick in 2016 and has fanned 996 in 167 career MLB games. This season for Philadelphia: 221 strikeouts and a 2.86 ERA across 179.2 innings, ranking ninth in ERA, sixth in strikeouts, tenth in wins with 14. He's Index-ungraded on purpose — the stuff model isn't outcome-validated, so no arm earns a board flag from it. The ERA-FIP luck gap cleared the bar, and any regression call comes by hand.
